In the 18th Congress Document of the Hanoi Party Committee (2025-2030 term), “happiness" was, for the first time, included among the city's development indicators toward 2030. This marks not only progress in urban governance thinking but also a declaration of a comprehensive human-centered development vision — one that aspires to a civilized, livable, and happy capital city.

In the past, the development of a city was often measured by GRDP growth or the modernity of its infrastructure. Today, however, the true measure lies in the quality of life and the sense of happiness among its people.

Renowned architect Jan Gehl once said, “Happy cities are not defined by skyscrapers but by how people feel, connect, and live together every day." Thus, the competitiveness of modern cities today no longer rests on economic scale or technological advancement but on cultural depth, identity, and community cohesion.

Yet a paradox has emerged: as living spaces grow taller and more enclosed, neighborhood relationships become increasingly distant. Face-to-face conversations are being replaced by messages, apartment group chats, and fleeting “likes" on social media—or polite nods exchanged during 30 seconds in an elevator. This trend diminishes the happiness index, a measure reflecting joy, safety, and social connectedness.

Therefore, in the era of urbanization and digitalization, community connection, spiritual well-being, and social safety must be regarded as the three pillars of genuine quality of life—turning happiness from a subjective concept into a quantifiable index.

To achieve this sustainably, authorities need the collaboration of citizens, social organizations, and businesses. Among them, real estate developers and property management units serve as the “catalysts" that help shape community culture within each urban area.
